4Culture is an independent public agency, chartered under state law and King County ordinance in January 2003, after 35 years as the King County Office of Cultural Resources. The ideal candidate for this position champions public support for arts and culture and has demonstrated sustained commitment to advancing racial equity and social justice. As the cultural funding and services agency for King County, Washington, 4Culture works to make the region vibrant. Building for Equity

In 2019, a joint initiative between 4Culture, and the King County Executive and King County Council was passed to create a pathway to racial equity in 4Culture’s facilities funding. As a result, the Building for Equity program was created to reconfigure 4Culture’s existing Cultural Facilities Program with equity measures built in, prioritizing organizations serving historically underinvested communities.

Currently, Building for Equity is an interdisciplinary program providing a unique combination of funding, technical support, and strategic partnerships geared toward dismantling racism in cultural facilities funding and fostering equitable development throughout King County. Existing grants under this program are Building Community Facilities grant, Anchoring Community Facilities grant and Project Development grant. The Building for Equity Program Manager Role is largely centered in the newly developed Native Cultural Facilities program. Native, as a term for the current iteration of the Native Cultural Facilities program is:

  1. American Indian: Members and descendants of federally recognized, state recognized, and unrecognized tribal nations and communities Indigenous to what is now the continental US.
  2. Alaska Native: Members and descendants of Alaska Native villages and corporations

The Native Cultural Facilities grant will be an annual program funding facilities projects serving Native Communities through the advancement or preservation of culture.

About the Role

We are seeking qualified candidates for the position of Building for Equity Program Manager. This position will implement, manage, and continue to develop, as needed, the Native Cultural Facilities grant, a new grant opportunity in the Building for Equity program. This role will also include programmatic and administrative support for the existing Project Development grant program. We are seeking qualified candidates who are excited to center anti-racism and equity in their work while serving as a collaborative partner within 4Culture and the cultural sector of King County. This position reports directly to the Director of the Preservation Department and works on a dynamic and interdisciplinary team.

Core aspects of this position include the following:

  1. Working with the Native Advisory Council, 4Culture staff and consultants, to implement and continue to develop Native Cultural Facilities grant program.
  2. Manage the Native Cultural Facilities grant. This includes application and guideline development, outreach and technical assistance, panel process, contract administration, and program evaluation.
  3. Working with 4Culture staff and consultants to support existing Building for Equity Project Development grant. This includes supporting application and guideline development, outreach and technical assistance, panel process, contract administration, and program evaluation.
  4. Respond to requests for information from the public and serve as primary staff contact for programs in the assigned portfolio.
  5. Support and strengthen relationships between 4Culture, Native communities, and Native-serving organizations throughout King County by conducting outreach, creating and delivering presentations and participating in related events and meetings.

You will be most successful in this position if:

  2. You have relationships with and are knowledgeable about regional Native community-focused organizations that advance and preserve culture. 
  3. You have experience with and enjoy working with CRM or other data management systems.

  4. Communicating policies and guidelines with members of the public from diverse racial, ethnic, and socioeconomic backgrounds.

  2. Managing projects simultaneously and independently, often in a deadline-oriented environment requiring creative and flexible solutions.

Have the ability to:

  1. Complete projects on time, retain important details, and respond to assignments promptly.
  2. Be flexible and navigate ambiguity while remaining responsive to the needs of applicants and program participants.
  3. Work with a range of stakeholders, such as nonprofit staff and board members, informal community groups, volunteers, and public officials.

Supervisory responsibilities:

  1. This position has no supervisory responsibilities but may occasionally oversee interns and volunteers. This role may coordinate and/or delegate some tasks to the Building for Equity Support Specialist.

Job Responsibilities:

  1. Manage or co-manage a specific portfolio of funding and field services programs. These include but are not limited to the Native Cultural Facilities grant and the Project Development grant. Responsibilities include application and guideline development, outreach and technical assistance, panel facilitation, contract administration, program evaluation, and coordination with the Native Advisory Council and consultants.
  2. Manage Native Cultural Facilities grant program to ensure alignment with established goals and guidance from Native Advisory Council, as well as consistency with 4Culture’s charter, 4Culture board and regulatory environment. Ensure themes and values recommended by the Native Advisory Council are reflected and represented at all levels of the program.
  3. Ensure 4Culture staff across multiple departments are oriented to and familiar with the Native Cultural Facilities grant program before rollout.
  4. Ensure 4Culture leadership and Advisory Boards are updated on the goals and activities of the Native Cultural Facilities program.
  5. Work with Native Advisory Council, 4Culture Building for Equity and Racial Equity Team to advise staff on all aspects of Native-community focused strategies, including accurate and appropriate content, responsible representation, and effective and appropriate work practices.
  6. Actively work to develop and grow working relationships between 4Culture, Native Advisory Council, and King County Native communities and Native-serving organizations.
  7. Respond to requests for information from the public and serve as primary staff contact for programs and initiatives in the assigned portfolio.
  8. Support and strengthen the cultural and science and technology sectors locally by creating and delivering presentations and participating in related events and meetings.
  9. Work with the department director, 4Culture staff, and partners to conduct outreach and reduce barriers to accessing funding, to expand the base of King County Native community and Native-serving organizations who apply for and receive support from 4Culture.
  10. Work with department director and team to develop department work plan, program budgets, and evaluation plans.
  11. Contribute to the overall health and welfare of 4Culture by participating on internal sub-committees that address overarching issues affecting the operations of the agency and working collaboratively to create publications, presentations, and other 4Culture outreach and advocacy materials as needed.
  12. File 4Culture public records in accordance with agency policy, following statutory requirements and best practices.

Minimum Qualifications:

We are looking for candidates that can demonstrate they have the skills listed above through a combination of their work, education, and life experience as demonstrated in their resume, and cover letter.

  1. Two years’ experience including but not limited to community development, and grant-making.
  2. Two years’ experience working in a nonprofit, educational, or small government environment.
  3. Two years’ minimum experience working with or in Native communities.

Desirable Qualifications

  1. Bachelor’s Degree in Native American studies, American Ethnic Studies, History, Architecture, Planning or a related field
  2. Facilities and Operations experience or equivalent
  3. Project Development and/or Project Management experience or equivalent
  4. Knowledge in decolonization, racial equity, and/or equitable development
  5. Work Environment

    1. Position works a 37.5 hour work week, Monday–Friday. 
    2. This position will primarily be onsite 4Culture at 101 Prefontaine Pl S, Seattle, WA. Seattle. This position is hybrid (3 days in the office/2 days remote). 
    3. Occasional early morning, evening and/or weekend hours are required.

Compensation:

The pay range for this position Grade 15, $63,501–$95,251 annually. Starting range is anticipated to be $63,501–$79,376. Salary will be negotiated and based on the selected candidate and their experience and includes a competitive package of benefits. It is classified as Regular Full Time, exempt.
