4Culture is an independent public agency, chartered under state law and King County ordinance in January 2003, after 35 years as the King County Office of Cultural Resources. As the cultural funding and services agency for King County, Washington, 4Culture works to make the region vibrant. About the Role

We are seeking qualified candidates for the position of Program Manager I for the Heritage Department. The Program Manager will lead and develop funding and field services programs for the Heritage Department. This position will report directly to 4Culture’s Heritage Program Director. 

You will be most successful in this position if:

  1. You have experience working collaboratively in the development, implementation, and evaluation of grant programs and systems in service of the cultural sector. 
  2. You value equally, cultural organizations and individual practitioners, especially those historically underinvested in by cultural philanthropy and grantmaking. 
  3. You have a passion for informal learning, public scholarship, and helping communities preserve and share their stories.

Additionally, you will be prepared to take on this role if you have following experience, abilities, commitments, and skills:

  1. Advancing racial equity and social justice in how you conduct your work.
  2. Building trust, accountability, and collaborative relationships with all stakeholders, including 4Culture staff, Advisory/Board members, and external stakeholders.
  3. Supporting a wide range of heritage and cultural work in King County
  4. Staying current on field-wide issues, including emerging and best practices in heritage and cultural work.

Experienced with:

  1. Working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
  2. Managing funding program processes, software systems, and employing best practices in grantmaking.
  3. Designing and implementing program evaluation and implementing evaluation-backed improvements

Skilled in:

  1. Effective client-facing and internal communication via phone, email, and in-person
  2. Meeting facilitation and public speaking techniques
  3. Qualitative and quantitative data analysis

Have the ability to:

  1. Work independently and collaboratively in an open office environment (this position is hybrid).
  2. Work directly with heritage and cultural organizations and/or individual heritage and cultural workers to advance their work and missions.
  3. Be flexible and navigate ambiguity while remaining responsive to the needs of applicants and program participants.
  4. Participate in heritage and cultural programs happening throughout King County

Supervisory responsibilities:

  1. This position has no supervisory responsibilities but may occasionally oversee interns and volunteers.

Job Responsibilities:

  1. Manage a portfolio of specific funding and field services programs which support organizations within the heritage field. These include but not limited to: Heritage Sustained Support Program, Cultural Facilities Program, Emergency and Unforeseen Program, Heritage Field Resources webpage, and field services offerings for heritage organizations.
  2. Develop applications, guidelines, and applicant workshops; provide technical assistance during application and contract processes; and execute panel deliberation process.
  3. Respond to requests for information from the public and serve as primary staff contact for the programs in portfolio.
  4. Regularly assess and evaluate portfolio programs to ensure programs meet internal goals and are effectively implemented.
  5. Manage contracts and provide technical support for awards granted through programs in portfolio and as assigned by Program Director.
  6. Work with Heritage Program Director to support and strengthen the heritage field by conducting targeted outreach to increase access to information; creating and participating in presentations for meetings and events; and representing 4Culture at applicable local, state, regional, and national events, meetings, and conferences.
  7. Collaborate with the Heritage Program Director and other staff to develop and provide feedback on the department’s work plan, program budget, and evaluation.
  8. Contribute to the overall health and welfare of 4Culture by utilizing the Strategic Plan; participating in internal working groups; documenting standard operating procedures and implementing process improvements.
  9. In accordance with King County records management law, regulations and best practice regularly utilize the County records management software Content Manager.
  10. Coordinate and or delegate work with Support Specialists.

Minimum Qualifications:

We are looking for candidates that can demonstrate they have the skills listed above through a combination of their work, education, and life experience as demonstrated in their resume, and cover letter.

  1. Experience working in arts and cultural administration or a related field/function, such as non-profit operations, public history/humanities, museum, program planning, or historic preservation. Experience may include:
  2. Bachelor’s degree OR
  3. Associate’s degree and 2 years of work/life experience OR
  4. 4 years of work/life experience.
  5. Ability to exercise discretion and maintain confidentiality. 
  6. Proficiency with customer relationship management software (CRM), and MS Office 365 including Outlook, Word, PowerPoint, Excel, and SharePoint. 

Work Environment

  1. Position works a 37.5 hour work week, Monday–Friday. 
  2. This position will primarily be onsite 4Culture at 101 Prefontaine Pl S, Seattle, WA. Seattle. This position is hybrid (3 days in the office/2 days remote). 
  3. Occasional early morning, evening and/or weekend hours are required.

Compensation:

The pay range for this position Grade 15, $63,501–$95,251 annually. Starting range is anticipated to be $63,501–$79,376. Salary will be negotiated and based on the selected candidate and their experience and includes a competitive package of benefits. It is classified as Regular Full Time, exempt.
