Salary: $90,000.00 Annually + DOE
Supervises: CDFI Staff
Preference: Native American Preference, FBIC Veteran Preference Island Mountain Community Development Financial Institution, doing business as Montana Native Growth Fund (“MNGF”) is an emerging Native CDFI, a separate entity with its own Board of Directors, mission and vision. The mission of Montana Native Growth Fund is to create economic opportunity by facilitating access to credit and growth capital while fostering financial sovereignty in the areas of homeownership, entrepreneurship and food systems growth. We have a highly committed staff that works together as a team to support financial education, coaching and lending to build strong, sustainable Indigenous economy through entrepreneurship, food sovereignty and ultimately homeownership.
 
POSITION SUMMARY
The Executive Director serves as the chief executive officer of the organization for the MNGF Board of Directors, overseeing day-to-day administration and management of CDFI staff and operations, and providing long-range strategy and development for the growth of the MNGF’s programs and services and fulfillment of mission and vision. MNGF is an emerging business operation, for which the Executive Director is responsible for fully developing and implementing operations.

DUTIES AND RESPONSIBILITIES A. Executive Functions
1. Mission: Achieves the mission and values of Montana Native Growth Fund through goal setting, providing vision, direction and leadership on behalf of and in cooperation with the Board of Directors.
 
2. Organizational Development: Oversees all day-to-day administration and routine work of the organization. Promotes strategic planning and guides the organization in achieving planning objectives, develops and maintains partnerships, conducts program development, and ensures the organization makes effective use of technology tools including management information systems. Oversees set up and administration of intake, processing and servicing software. Negotiates and signs contracts on behalf of the organization. Oversees program implementation including HUD housing counseling certifications for staff and organization and other program related tasks. Serves as contact point in NMLS and AMIS for attainment and maintenance of organizational certifications as applicable. Develops a business model of operations to support mortgage, business and consumer lending.
 
3. Board of Directors: Works collaboratively with the Board of Directors and Management Team to develop both short and long-term strategies to enable the organization to accomplish its mission. Communicates with the Board of Directors regarding suggested changes in policies, staff member positions, upcoming meetings and reports due, and new opportunities presented. Prepares reports as requested by the chairperson for the Board of Directors
 
4. Financial Management: Prepares the annual operating budget and presents to board of directors for approval to ensure fiscally sound operations. Manages the annual budget and all resources in a fiscally responsible manner, in compliance with all internal policies, and within generally accepted accounting practices. Schedules, oversees and assists with an annual audit as applicable. Coordinates with external accountants and consultants in the set-up of a chart of accounts and accounting system to track CDFI data including grants, loans, AR, budgets, expenditures, etc. Approves monthly reconciliations and financial statements as well as reviews CDFI minimum prudent standards and impact tracking metrics to report the fiscal health of the organization to the board of directors and the CDFI fund.
 
5. Fundraising: Networks with individuals, industry partners, coalitions, funders, and others to help MNGF grow. Prepares grant proposals and conducts other fundraising activities to ensure support for the organization’s operating budget and capitalize its loan fund programs. Reports to funders as applicable.
 
6. Community and Public Relations: Serves as a spokesperson and ambassador for the organization at the tribal, state and federal level. Develops and deepens strong relationships with elected officials, community leaders, area businesses, educational institutions, current and prospective customers, funders and investors, and consultants. Publicly represents MNGF through memorandum of agreement with tribal housing authority and tribal enterprise and meaningfully contributes to various aspects of project management of reservation-wide residential development. Serves key roles in the steering committee for the statewide Montana Native Homeownership Coalition, as Rocky Mountain Regions delegate in the nationwide Native CDFI Network Policy Committee, and in other focus groups or committees related to the furthering of MNGF’s mission. Communicates with congressional delegation regarding barriers, challenges and solutions for tribal economic development through the CDFI business model.
 
7. Human Resource Management: Oversees day-to-day management of all MNGF staff. Provides appropriate training opportunities to develop skilled personnel. Develop employee job descriptions and supervise all employees to assess their performance. Supervises and directs the work of CDFI employees including hiring, promotion, demotion, suspension, firing or other personnel actions, as needed with employees. Overseeing, approving and denying overtime, administrative leave, annual leave, sick leave and leave without pay.
 
PREFERRED QUALIFICATIONS AND REQUIREMENTS
 
1. Five years of experience in residential mortgage lending with clear understanding of conventional and government mortgage products, secondary mortgage markets and large-scale residential development - or -three years of same experience with Associates Degree - or - two years of same experience with Bachelors Degree
 
2. Two years management experience, and one year working in the CDFI environment.
 
3. Strong business and financial analysis skills with experience in underwriting and credit risk management
 
4. Experience with tribal economic development in Native communities and ability to work with people from varied cultural, educational and economic backgrounds, specifically the Fort Belknap Indian Community.
 
5. Understanding of relevant federal policy impacting the defined target market
 
6. Proven ability to work independently while managing goals and programmatic objectives with minimum direct supervision, and managing and motivating staff and consultants and working with a volunteer board of directors.
 
7. Demonstrated ability to lead, delegate and perform supervisory, program coordination, and fundraising functions.
 
8. Ability to maintain strict confidentiality of information.
 
9. Experience working in partnership with other organizations, especially schools, businesses, foundations, governments, and community organizations.
 
10. Strong written and verbal communication skills. Clear, articulate, and compassionate manner when communicating with others—phone, email, one-on-one, or in group meetings.
 
11. High ethical and professional standards and careful attention to detail.
 
12. Knowledge of computers, websites, and database systems (Microsoft Office, Excel, QuickBooksTM, and Microsoft Publisher preferred) and ability to quickly learn to use and adapt to new proprietary software.
 
13. Must be willing to travel on and off the Reservation.
 
14. Valid State driver’s license and ability to meet insurance requirements
 
15. Must be willing to submit to a criminal background check upon hire.
