The California Endowment (TCE) is searching a Senior Program Manager with leadership experience in both grant making and power building within the Native American, Tribal and Indigenous communities to join the State-wide Power Infrastructure team. This role is responsible for leading TCE’s investment strategy to advance Power Building infrastructure in California with an emphasis on Native American, Tribal and Indigenous communities.  This includes developing and managing both internal and external relationships, establishing agendas and strategy development in order to ensure TCE is managing and growing a portfolio of Native-serving partners as part of a larger statewide power building ecosystem.   The Senior Program Manager’s body of work will have emphasis on grassroots organizing, base-building, community mobilization and work that is rooted in a health equity and racial justice power building ecosystem and infrastructure framework. This portfolio shall cut across multiple sectors and TCE’s goals and ensures alignment with the principles of trust-based philanthropy. Candidates must have grant making experience and demonstrated success leading within the Native American, Tribal and Indigenous communities in health, policy, and power building to be considered.  Experience or knowledge of California’s Far North, Rural and Tribal communities is highly desirable. Position Summary      The Senior Program Manager is one of The California Endowment’s leading representatives to its core constituencies of grantees, grant seekers, policymakers, community-based organizations, elected officials, residents, and other partners.  The Senior Program Manager demonstrates the highest personal and professional standards and is evaluated against attributes which include conceptual and analytic ability, strategy development, grantmaking, written and oral communication skills, professional integrity, management of others, judgment, vision and creativity, attention to detail and follow through, cultural humility, self-reflection, collegiality and collaboration. Position Accountabilities      Strategy Development & Implementation
  • Accepts and demonstrates consistent leadership roles in facilitating team-based analysis within regional, statewide, and/or other permanent functional teams and in building teams’ consensus on strategy recommendations
  • Participates in and/or leads on interdepartmental workgroups and other special purpose teams that strengthen alignment, improve administrative procedures, and advance organizational goals such as Advancing Racial Equity and Team Based/Trust-Based practices
  • Develops, executes, and manages collective impact strategies, evaluation, and documentation of regional and state-wide strategies
  • Contributes to developing strategies and theories of change in a team setting that align with The Endowment’s broader mission, vision and goals. Regularly conducts analysis of long-term implications of strategies for both regions and systems
  • Active participation in team-based decision making as a subject matter expert in a system and region and as a holder of grantee/partner relationships
  • Supports, guides and engages in narrative strategy to generate public will and to garner local, regional, and state level support for health equity, racial justice and policy and systems change
  • Articulates and communicates how racial justice practice is a means to achieving lasting health equity
Team-Based Grantmaking
  • Thought leader on grantmaking. Demonstrates leadership in collaborative, team-based strategy development and grantmaking to advance strategic goals for health equity, racial justice and transformational policy and systems change in TCE priority areas.
  • Creates and manages strategies that advance integration across systems
  • Ensures that The Endowment learns from the work and incorporates learnings into future strategies and grantmaking by working with internal and external partners
  • Monitors the performance of grants, coaches and advises grantees, including the negotiation of performance milestones to support grantee partner success
  • Supports grantees and their networks to develop capacity to create, manage, and sustain their work
Partner Engagement & Relationship Building
  • Manages a growing portfolio of partners that cuts across multiple sectors and TCE’s goals and ensures alignment with the principles of trust-based philanthropy and integration within a health equity and racial justice framework
  • Thought leader with external partners, including support for the development of alliances, networks, and other collaborations
  • Identifies and initiates systems change opportunities and helps connect and strengthen relationships among external partners connected to that work
  • Navigates relationships and tensions between constituencies to advance a collective community-driven policy and systems change agenda. Mitigates tensions to remove barriers and create an environment where positive outcomes are more achievable
  • Represents all of TCE and serves as spokesperson for local, state and national events, media, conferences, forums and meetings
  • Works in partnership with other funders to align strategies to generate momentum for a shared systems change agenda
  • Advocates with public funding sources to integrate health equity and racial justice into their policies and practices
  • Provides technical assistance and support for organizations shifting their orientation toward health equity and racial justice
  • Makes connections and fosters relationships among leaders to envision and execute collective work across the portfolio
Staff Management & Organizational Leadership
  • Manages and develops direct reports, holds frequent professional development discussions, and constructs individual development plans. Establishes clear directions in a well-planned and organized manner. Links organizational goals with staff career goals and objectives. Leads by example in adhering and managing to TCE’s policies, procedures and values
  • Coordinates internally across teams and departments. Develops and maintains collaborative working relationships with staff and leadership
  • Creates space to give and receive constructive feedback to help TCE realize its mission, vision and goals Serves as a mentor to others and an internal resource/peer support
  • Participates and demonstrates leadership on internal organizational development with TCE’s Advancing Racial Equity vision and roadmap
Desired Knowledge, Qualifications, & Skills
  • Understanding of the social determinants of health, structural racism and root causes of health inequities
  • Ability to problem solve and make real time independent and well-informed decisions to advance a strategy, weighing the consequences of decisions beforehand and anticipating and mitigating conflicts should they arise
  • Strong relationship building and political sophistication in building successful partnerships and collaborations
  • Understanding of methods of policy, political, and power landscape analysis at local, state, and national levels and how to apply the analysis through a racial justice lens
  • Content knowledge around key systems, including research and best practices on policy and systems change issues
  • Understanding of learning, measurement, and metrics to assess progress toward shared goals and outcomes, within teams and in partnership with community partners
  • Knowledge of approaches for organizational capacity building that support a vibrant power building ecosystem and infrastructure
  • Knowledge of public, private, nonprofit and philanthropic sectors and comfort developing new and innovative partnerships to advance a health equity framework and systems change agenda
  • Demonstrated ability to manage and develop staff to establish and achieve goals and implement multiple projects
  • Demonstrated written and verbal ability to communicate effectively to community partners, policymakers, advocates, and public media; ability to make clear and impactful presentations to a range of key audiences and stakeholders
  • Demonstrated conflict resolution experience
Minimum Education & Experience
  • Undergraduate degree required
  • Master’s degree in public health, health policy or other related discipline a plus
  • A minimum of 7 years as a Program Manager or applicable external experience in grant making or project execution focused on benefitting target communities or populations in public, nonprofit or private sectors or 5 years as a Program Manager at TCE
  • A commitment to and track record of working with marginalized communities
  • A documented history of leading program design, planning and implementation
  • 3+ years of people management or formal mentoring experience
  • Philanthropic exposure as a Board member, grant maker, or grantee is a plus
