Warm Springs Economic Development Corporation (WSED) is a dynamic organization with the charter to improve the economic outlook for it's Tribal people through managing and creating distinct subsidiary enterprises operating under it's management. Today that involves four enterprise, one 501-C3, and creating new developments to meet it's charter for the Confederated Tribes of Warm Springs of Oregon.

The diverse portfolio represents a set of unique financial and operational demands and the mission to provide Tribal jobs, revenue, social benefits for the Tribe. The Chief Financial Officer (CFO) leads and oversees the financial performance and strategy across all it's entities, ensuring alignment with the corporate charter and long-term goals. This role plays a pivotal role in driving financial excellence, operational efficiencies, and fostering sustainable growth across the enterprises.

This individual will oversee all financial aspects, including budgeting, forecasting, reporting, compliance, and strategic planning for WSED and its subsidiary enterprises. As a key member of the executive team, the CFO will collaborate closely with leadership across each enterprise to provide insights and guidance that support both individual and collective success.

As a key member of the Executive Management team, the CFO will report to the WSED CEO and assume a strategic role in the overall management of WSED. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and ability required.

1. Financial Strategy and Leadership:
2. Develop and execute a comprehensive financial strategy that aligns with the organization’s goals.
3. Lead long-term financial planning, risk management, and investment strategies across all entities.
4. Partner with the CEO and General Managers of the subsidiary enterprises to drive financial performance and achieve operational objectives.
5. Oversight of Financial Operations:
6. Ensure accurate and timely financial reporting for each subsidiary enterprise and WSED.
7. Monitor cash flow, revenue streams, and profitability to maintain financial health.
8. Oversee the budgeting and forecasting processes for all entities, ensuring efficiency and effectiveness.
9. Compliance and Governance:
10. Ensure compliance with all regulatory requirements, accounting standards (GAAP), and internal policies.
11. Manage external audits and maintain strong relationships with financial institutions and CTWS leadership s.
12. Establish and enforce robust internal controls to safeguard assets and enhance transparency.
13. Team Leadership and Development:
14. Provide leadership and direction to finance and administrative staff within each business.
15. Business Collaboration:
16. Act as a strategic partner to the CEO and executive leadership team.
17. Work closely with operations, marketing, and other departments to align financial goals with business strategies.
18. Study long-range economic trends and project company prospects for future growth in overall revenues and opportunities.
19. Monitor the status of work in progress and review completed work. Consult with staff, assist with complex/problem situations, and provides technical expertise as needed.
20. Communicate with the BOD, employees, other management, outside officials, vendors, sales representatives, auditors, tribal/state/federal agencies, tribal members, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
21. Participate in the interviewing process of management and key function personnel as appropriate.
22. Participate in performance appraisals as well as the development of assigned personnel.
23. Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

The CFO must have proficient knowledge in the following areas:

1. Bachelor’s degree in Finance, Accounting, or a related field; MBA or CPA designation preferred.
2. 10+ years of senior financial leadership experience, preferably in a multi-business or complex organizational structure.
3. financial planning, analysis, and strategy development.
4. Experience communicating and coordinating with outside officials, vendors, , auditors, tribal/state/federal agencies, tribal members.
5. Expertise in managing diverse financial operations and driving cross-functional initiatives.
6. Strong knowledge of financial regulations, compliance standards, risk management, WSED policies and procedures.
7. Exceptional leadership, communication, and interpersonal skills.
8. Demonstrated ability to adapt to and thrive in a fast-paced, dynamic environment.
